Fraud charges against a veteran Vancouver Police Department officer involved $3 million in losses to 19 investors in three housing developments and the kids charity he helped start, Chief Steve Rai told a news conference on Friday.

Rai, flanked by other senior officers, read a statement confirming reports that Kalwinder (Kal) Dosanjh, who worked for the department for 26 years, is facing nine charges of fraud, theft, and breach of trust.

He also announced on Friday that Dosanjh, whose most-recent position was a motorcycle traffic officer, has been suspended with pay. The force is recommending to the Vancouver police board that his suspension be without pay, said Rai.

The force is also taking steps to file a forfeiture lawsuit against Dosanjh, Rai said Friday.

And it had notified the Office of the Police Complaints Commissioner when the investigation began 2½ years ago, Rai said.

Dosanjh, 50, faces nine counts, including four counts of fraud over $5,000, four of theft over $5,000, and one of breach of trust by a public officer. He has a co-accused, Sarabjit Singh Gill, 51, on six of the fraud and theft counts, according court documents.

Among the conditions imposed on Dosanjh, as he was released from custody without spending a night in jail, is to not have contact with any of the investors, any member of the Vancouver Police, or Gill, according to his release record. And he is banned from starting a company, holding an event to raise funds, or to be at any Kids Play function, it said.

The police and the prosecutors who approved the charges alleged the offences happened between Dec. 8, 2017, and July 25, 2025, at or near Vancouver, Surrey, and other locations in B.C.

Rai said the charges were laid after a “lengthy and thorough investigation” led by the VPD that began in December 2023 with multiple complaints from people saying they were victims.

“Incidents like these are profoundly troubling and inconsistent with the values of our organization,” he said.

Rai referred to the victims as being defrauded through housing developments.

The charge sheet says the three fraud charges relate to investors who were defrauded in three housing projects, the Azura, Queen’s Park and Sahara. And the three theft charges refer to theft of monies and of property in those investment deals.

Dosanjh also faces one charge of theft of monies and one charge of fraud against Kids Play. The ninth charge relates to fraud or breach of trust “by using his position for a purpose other than the public good,” according to the police charges.

Sources said police made several searches on Thursday, including ones at the Surrey offices of Kids Play and at Dosanjh’s home.

One, by West Point (Queens Park) Ltd. Partnership in March 2023, before the first police complaint, named Dosanjh, Gill and their companies as defendants.
