Brian Kiraly-Miller faces a first-degree murder charge in the January shooting death of Binder Garcha

A man has been charged in the slaying of a Surrey businessman earlier this year.

Baljinder (Binder) Singh Garcha, 46, was shot to death in the 3500-block 176 Street on Jan. 13. Investigators later linked a vehicle torched near the 18900-block 40 Avenue in Surrey to the homicide.

On Tuesday, the Integrated Homicide Investigation Team said Brian Kiraly-Miller, 32, was arrested without incident in Kamloops on May 28 and was charged with first-degree murder in Garcha’s death.

“First-degree murder is the most serious offence, and the laying of this charge reflects our ongoing commitment to these complex homicide investigations,” IHIT spokeswoman Sgt. Freda Fong said in a news release.

Police said it would not reveal details about Kiraly-Miller’s alleged motive, but said the shooting was targeted.

Garcha was a husband and father of three children. He owned numerous businesses, including a photography business and limousine service, and was co-owner of Empress Palace Ballroom in Surrey.

Kiraly-Miller was convicted of conspiracy to murder in 2021. He and two other men were arrested by Vancouver police in 2019 after investigators learned of a plot to kill a known drug trafficker by rival gang members operating in the Downtown Eastside.

Kiraly-Miller had connections to the Wolf Pack, a gang that involves members of the Independent Soldiers, Red Scorpions and Hells Angels, Postmedia reported at the time.

He remains in custody pending a court appearance in Surrey provincial court on June 5.

He is also facing separate charges of aggravated assault for an incident in Agassiz on Jan. 4, 2024, and has previous convictions for robbery in relation to a Burnaby home invasion in 2015.
